1. To perform its functions, the anti-fraud center of the National Bank of the Republic of Kazakhstan integrates with the database of identification codes of cellular subscriber devices and (or) databases of cellular operators to obtain information about the subscriber, including last name, first name, patronymic (if it is indicated in the identity document), individual identification number and subscriber numbers issued per subscriber.

2. Mobile operators, when identifying the subscriber number from which the call was made with signs of fraud, as well as when detecting fraudulent activities on communication networks, are required to notify the anti-fraud center of the National Bank of the Republic of Kazakhstan with information about the subscriber, including the last name, first name, patronymic (if it is indicated in the identity document), individual identification number and subscriber numbers issued to the subscriber.

The procedure for identifying the subscriber number from which the call was made with signs of fraud, as well as fraudulent actions on communication networks, is determined by the rules for the provision of communication services.

3. Cellular operators, in the cases provided for in paragraph 2 of this Article, as well as upon receiving information from the anti-fraud center of the National Bank of the Republic of Kazakhstan, suspend the provision of communication services to this subscriber number, including GSM gateway (SIM box), in accordance with the procedure and terms established by the rules for the provision of communication services.

This Law establishes the legal basis for activities in the field of communications in the territory of the Republic of Kazakhstan, defines the powers of state bodies to regulate these activities, the rights and obligations of individuals and legal entities providing or using communications services.
